LOWELL, Mass. (WHDH) -
A man accused of starting two fires in Lowell appeared in court on Friday.
Andres Ortiz-Arroyo, 24, was reportedly captured on surveillance video outside one of two targeted buildings. He passed by the building twice around the time of a fire early Wednesday morning.
He has been charged with two counts of arson.
Prosecutors said he admitted to starting the fire at a business at 604 Central St. and another nearby at a multi-family home on Wamesit Street. One resident had to be transported to a local hospital and two families were displaced. Residents in nearby buildings had to be evacuated.
An investigation revealed that the suspect allegedly started the fires by lighting trash in nearby alleys.
Ortiz-Arroyo reportedly told police he was "mad at the world."
He is being held pending a dangerousness hearing expected on Friday.
