Man cited for using HOV lane with fake passenger

QUINCY, Mass. (WHDH) - A trooper working in Quincy pulled over a driver Thursday morning that was using a fake passenger to use the HOV lane.

"It was propped up in a jacket, something didn't look right with the angle of the neck so I stopped the operator and he said he didn't want to wait in traffic," Trooper John Carnell said.

Carnell observed the vehicle enter the HOV lane at around 6:35 a.m. and stopped it on Route 93 northbound.

"I actively look for two people in a car, especially this morning. Traffic was so slow I could get a good look in each vehicle," he said.

An investigation revealed that the driver had propped up a work jacket with a mannequin head affixed to the top in an attempt to create the illusion of a passenger. He was issued a citation for operating on an excluded way.

Trooper Carnell said this isn't the first time he's caught someone faking it.

"Last Spring someone had a full size baby doll in a booster seat, so it happens," he said.
