NORTH ATTLEBORO, Mass. (WHDH) -

A Rhode Island man may be the first person charged under Massachusetts’s new upskirting law.

Sheldon Fulbeck is accused of using his cell phone to take pictures under a dressing room partition at a North Attleboro Target while a woman was trying on bathing suits.

Police say Fulbeck chewed on his phone's memory card after he was caught.

He has pleaded not guilty.
