LOWELL, Mass. (WHDH) -
Animal Control in Lowell is investigating whether a dog owner should face animal cruelty charges for wrapping duct tape around his dog’s mouth.
Police say a person walking by saw the dog in the yard on Grand Street then noticed the tape wrapped around Penny’s mouth and called police.
"I mean that's animal abuse I guess. That's bad. But I saw the dog yesterday he seemed fine,” Sara Thim, a neighbor, said.
The owner told police Penny was removing her muzzle and biting everything she could find. Penny is about 7-months-old.
"The dog was only biting wires, that's it. He don't want the dog getting wires inside. He don't mean it. It's the first time doing that and he wants the dog back,” Pedro Garcia Cardona, the dog owner’s friend, said.
Police say when the owner tried to take the tape off Penny’s mouth she cried, but Garcia Cardona insists the owner meant no harm.
"He cries for that dog. It was like a little puppy. He buy it for a $100. That dog come from Maine and he wants that dog back,” he said.
Lowell Animal Control is pushing for animal cruelty charges but so far the owner has not been arrested.
